Who’s behind it

A firm of operators.

BIC GovCon fields a bench of SES-level professionals and senior experts with decades across federal contracting, procurement, and major systems acquisition: cleared and non-cleared former directors, program managers, and contracting officers, alongside industry capture and BD leads.

That bench has worked federal procurement from both sides of the table, writing, negotiating, and awarding contracts inside government, and building the pipelines, captures, and proposals that win them in industry. It spans the whole lifecycle, planning, solicitation, negotiation, award, contract management, and closeout, under FAR, DFARS, and agency acquisition manuals. It is how we read a requirement the way the buyer reads it, and position, price, and negotiate accordingly.
